Cannot enum Zendure Passport III

"AVHzY CT-3" connected to "Zendure Passport III" has all QC/PD options red (not found). When connected from "AVHzY CT-3" to "Xiaomi Mi 9t Pro" the phone charges slowly.

However, when connecting "Zendure Passport III" directly to "Xiaomi Mi 9t Pro", the phone says "charging rapidly".

It appears the "AVHzY CT-3" cannot probe/enum the "Zendure Passport III".
