How can E-Mark be USB2.0?

I don't know why the above post is hidden. Here it is:

The USB-C standard is from 2014, 1 year after USB 3.1 was released. I have never seen a USB-C cable that doesn't support at least USB 3.1. I mean speed-wise, on the data connection. USB-C cables are USB3.1, 3.2 or 4.0, right?

I have this one UGreen 100 Watt cable, and E-mark is detected (bottom line) as USB2.0.
What does it mean? How is that possible? Does it mean something different than what I think it means?
